The desire is excellent, the execution less so

Eisenkot did well when he presented an orderly plan for rehabilitating the north. But the current plan is nothing more than a continuation of the sloppy work done so far in the area.
Assessment
The plan for rebuilding the north is a step forward, but it inherits the same sloppy execution that has plagued the region so far. Good intentions are not enough when the work on the ground remains disorganized. The real test is whether the plan translates into actual, visible improvements. Watch whether the implementation follows the blueprint or repeats past failures.
